• Order and labels never depend on payment. Insurer tables are sorted by typical Silver price; plan lists by monthly price; health sharing by monthly price. "Lowest" labels are computed only from prices.
• We list everyone in the data, paying or not.
• Not insurance: health sharing programs are not insurance, and we say so wherever they appear.
• Not a broker: we are not licensed to sell insurance and do not enroll anyone.
